Remove obsolete log file and add Fish shell completions for jotta-cli

- Deleted the log file from the OBS settings directory as it is no longer needed.
- Added a comprehensive Fish shell completion script for the jotta-cli command, enabling users to benefit from command-line autocompletion features.
